Runtime error when Browsing SharePoint Central Admin site

This generally happens when you do play with any of the running service.

Or

You did kill any process which is associated with any service due to slow Central Admin website response.

There might be lot of reason.

But the error root cause in my case was "SQL Server (SHAREPOINT)" was in stooped mode.

Solution:-

Start the below service.
